Crystal Meth, Ecstasy, Mushrooms...Legal?

According to the article Class-A Drugs Accidentally Legalised in Ireland published by Luke Hurst on Newsweek.com on March 11, 2015, a law prohibiting drugs, such as crystal meth and ecstasy, was deemed unconstitutional in the Court of Appeal in Ireland. 
This resulted in those drugs (crystal meth, ecstasy, mushrooms, and many others) to become legal in Ireland. 
The name of this law is the Misuse of Drugs Act 1997. Because of other laws, some drugs, like heroin and cannabis, are still illegal. In order to fix the problem, the Irish government has been very quickly trying to pass another bill to undo the damage that has been done - “the Misuse of Drugs (Amendment) Bill 2015." Although some drugs are considered legal for a certain period of time, the health minister of Ireland, Lea Varadkar, urged people “to think about the health risks of taking these drugs.”

When I first read this article, I searched for more about the same topic because it was really hard to believe. It is absolutely crazy that a country accidentally legalized very dangerous and potent drugs. On the other hand, I do not think that this would have a huge impact on the drug industry. Although it may put drug-users and sellers at ease for a few days, those that do drugs will continue to do them, but those that do not, probably will not randomly start using (i.e.) crystal meth just because it is legal. Many are aware of the immense dangers that such a drug causes. But, just in case, I definitely believe that such drugs should be deemed illegal

2. What does this situation show about Ireland’s government? Was this an innocent legal loophole or the result of carelessness?
